Лол а причем тут вообще их сила? То что они не особо сильны это не говорит о том, что они не могут владеть информацией.
Те кто служат в одной организации, запросто могут знать силу своих вышестоящих коллег. Мейнард, прекрасно понимая что Сабо не хрен с горы, а второй в РА, все равно называет бредом даже ничью, не говоря уже о поражении. В то время как Коала только взбесилась, когда узнала что Сабо лез на адмирала. Будь она уверена в силе Сабо, она бы подобного не говорила

Whitebeard pirates, Allies of the WP, 3 Warlords Jinbei, Boa and Crocodile (since Crocodile, an ex warlord, helped the WP more than he did with the Navy), plus the rest of the Impel Down escapees.
Vs
Marine HQ and 4 Warlords (Doflamingo, Mihawk, Kuma and Moria).
Blackbeard appeared in the end, finished off the practically dead WB, and kept battling the Navy. So basically, he didn't affect the war during the WP vs the Navy part.
In other words... it was WP, half of the Warlords and a ton of allies vs Marine HQ and half of the Warlords. You keep saying that the Navy summoned all the Warlords, but half of them ended up assisting WB.
The Result? Whitebeard dead, Ace dead, Jozu half dead with a hand cut off, and the rest of the WP fleeing just in the view of Akainu, who was capable of holding down everyone except from Whitebeard all by himself.
About the Navy and the Warlords fighting the WP? Fleet Admiral Sengoku didn't even participated till BB, Garp didn't even participated, Admiral Aokiji with one scratch, Admiral Kizaru with not even one scratch, Admiral Akainu with some broken ribs but still capable of beating everyone, Mihawk without even sweating, Doflamingo without even sweating and Kuma without even sweating.
As you can see, it is obvious that 1 Emperor crew can't compete at all against both the Navy and all the Warlords.
